I don’t know if IMLB is something they don’t choose to pay for or just that they haven’t felt a sufficient need with an available player.I think Wagner only happens if he’s willing to take the Rams low cost offer. MiLB is just not something they spend on. I’m sure they want him - but only at their (low) value.
They gave Ogletree a good contract under McVay, then traded him the following off-season. IIRC, they paid Laurenitis pretty well and though it was prior to McVay, Sneed was around.

Funnily enough when we signed him a lot of people thought we overpaid due to his numbers in Buffalo. Turns out we underpaid by a lot, great job by the scouting department there.Overpaying in FA seems to be the rule, unless it’s for Robert Woods….
Very true that is a fact, however, Snead/McVay quickly changed their minds on that decision in less than 6 months into that big contract & traded that contract & Ogletree away. The Rams have never signed a large/ medium size contract pure UFA MLB/ILB since.They gave Ogletree a good contract under McVay, then traded him the following off-season. I think with Wagner being a proven talent they might be willing to spend more.
Ogletree was a 1st round draft pick by the Rams and at least a credible player. Just one of a number of big contracts Rams have given to players under McVay and Snead only to reverse course and cut or trade them. Back in 2015 before McVay Rams traded for Safety Mark Barron who eventually later signed a new big contract & started for Snead/McVay @ the weakside ILB'er post for 2 seasons before being released. In 2019 they signed Clay Mathews who played both OLB & ILB some. He played for only one season & retired.
Rams appear to prefer to draft or sign UDFA's to groom their ILB'ers. Rams since 2017 have drafted 4 ILB'ers though. Jones 3rd rd, Howard 7th rd, Kizer 5th rd & Johnston 7rd. Plus they traded for Kenny Young then traded him ways again the next season. Young is presently a UFA today.
It's my belief that the Rams have already decided on their 2022 starting ILB'ers Jones/Howard with Rozeboom as the main relief. I expect that 2019 top draft pick Taylor Rapp (who DC Morris loves) will continue to also see an abundance of defensive snaps @ ILBler as in the past 2 seasons along with newly signed Antoine Brooks Jr.
