The NFL should do the same thing with their rule book that should happen to the tax code.....eliminate half of it.
My guess is that you get the ball at the 25 instead of the 40. But that's just a guess.
I guess when a team elects to take a 15 yard penalty at the kickoff. And then kick it out of the back of the endzone.

How would that penalize the kicking team that would be kicking the ball out of bounds from the 50?

I am saying they probably currently mark it at the 25 when they kick it out of bounds from the 50.
The recommendation would instead take away that spot of marking it at the 25 and probably moving it back to the 40.
