I think the tea leaves say he's retiring, but he didn't want it leaked out like this because he didn't want to lose control of the narrative. The Arians thing really seems to be a tell, because he is letting them look elsewhere even if it's just a lateral move.

It appears Schefter and ESPN jumped the gun. Although it appeared to be credible with even his old teammates like Julian Edelman wishing him well in retirement.

I guess officially he hasn't made a decision yet. Unofficially, I think he is leaning towards retirement but wants more control over when that announcement is made.
