I like Shough but I'm not sure he's any more ready than other QB's. Howard, McCord, Rourke and Gabriel have all adapted to new teams without a hitch just the same
Shough has some anticipation throws, he's shown an ability to get through reads and distibute the ball consistently. I don't think he's some amazing prospect or anything, far from it, but he's solid in terms of "can we install him year one and go with him."
Milroe just feels like he's going to need time in this league, because if you're not to a certain point of development as a passer the defenses at this level will punish you. Dart is the same due to the system he played in, just too many unknowns to presume he is ready.
Of course this is guesswork as if one of these guys is smart enough and works hard enough maybe he's ready quicker than expected. Or the opposite, which seems to be true more often. I expected Levis to translate quicker because he ran a lot of the Rams offense at Kentucky but mentally he was not ready. But most of these guys are going to need time, just some more than others.
McCord is the other guy who looks to me like he might step right in and be able to learn the NFL as a starter. Obviously Cam will go in the top group and play right away, but as we get to these other guys, all of whom are projects to some extent, I think there's a couple who when I watch their games look like they may have the grasp of shit they're gonna need.
