First of all, if the Rams think he's a 10-year Franchise Quarterback, and I'm NOT saying they do, he will be a backup Quarterback for 1-2 years.
Secondly, as far as the Rams being a dropped punt away from a Super Bowl. The Rams have already made up the gap, if there even WAS one between them and Seattle. Seattle has gotten worse. Rams have gotten better already before the Draft (McDuffie and Watson) so Rams don't NEED this pick to be an instant impact player.
I'm not saying if I had to put money on it the Rams are selecting Simpson. I do think however they are lurking as the 3rd or 4th most likely team to do so.
Besides, removing any so-called gap between the Rams and Seattle shouldn't be the focus. It's a different season. The Rams have improved, but so have other teams in the NFC. The 49ers won twelve games minus injured key players. The Cowboys are a defense away from being a significant issue and they are attacking that issue this offseason. The Bears will be in their 2nd year under Ben Johnson....etc... It's a whole new ballgame.
