Every one of those players were elite: AD, Kupp, Gurley, Cooks (who they signed to an extension after trading for him).
Woods is the only non-elite player that they signed to an extension but that contract was a mistake since they abruptly traded him 18 months later.
The non-elite players like Dotson, Noteboom, Brian Allen, etc. they sign a month or two before they become a UFA. They do not sign them to long-term contacts in their RFA season.
Them maximizing the cheap years and waiting until they become an UFA hasn't meant that they don't like the guy.
