I don't think it's McVay. IMO, it's Stafford.

Stafford has always gotten locked in on his top 2 options. He's never really been a spread the ball around guy.

That’s part of it, but I do think it’s McVay too. In the end, the buck stops with him, and if QB1 is too focused on his top 2 options then he needs to be coached to spread the ball around more.

You know, I wouldn’t have minded that investment if McVay actually used him, but even when Tutu has shown flashes, McVay seems constitutionally incapable of doing so. Might as well trade him for an OL.

Honestly I’m not sure why he was ever drafted in the first place.
I'm also baffled by all of it. We hear all these great things but I question if he's even on the team half the time.

Have to agree. That plus the fact that when you play eyeball games to get your chosen matchup open it requires early selection of said weapon. It is very powerful in the crunch, in that he can get the ball to guys defenses don't want to get the ball. But the weakness is preselection may not be the best option.

Also I think Stafford prefers large targets. He likes to put the ball on them and give them a chance to win. Tutu needs an offense that is running wide open and using speed with a QB who wants to read and has the accuracy to use him.

Yeah, if you remember Kurt Warner he always spread the ball around, whereas Stafford just focuses on his #1 and even the #2 may lack targets. Might be a case too where due to his great arm he can put it in tight spots so he can force it to his top target. He doesn't have to settle for old "take what the D gives you"... he just takes it.
