I just looked at it and probed around in Paint Shop Pro, and it looks like Royal, surrounded by a darker blue, then a darker blue. RGB levels seem to confirm that. Most blue values in the dark band are around 2x more Blue than Green or Red. Not conclusive, but it is dark.
