Because - McVay hasn't been shy about how important a deep threat with real speed is to his offense. Be it Sammy Watkins, Brandon Cooks or DeSean Jackson - McVay values this as much as anything. The "proof is in the pudding", so to speak.
Nobody else who is new to the WR room fits that bill since real speed - the kind thats scary for DBs and makes DCs account for it - is expensive - be it in Free Agency or the draft.
Beyond that - how was Atwell supposed to show his best traits with Wolford or Perkins?? Neither could hit a barn if it was going deep... the first offseason Tutu could get reps from Stafford and develop that chemistry between the two - we get a little video of a Stafford bomb to Atwell.
Maybe its just a coincidence- but I doubt it. I think it's a sign of things to come.
Also: No, I dont believe for one second that Atwell has to be a starter or the #3 WR in order to have an effective role on offense. That's just silly. If he was actually expected to do what McVays WRs do - lol! He never would've been drafted! No way. DeSean Jackson wouldn't have ever been added either. DJax didn't like being a rotational back up - but Atwell won't mind coming in fresh and torching the other team occasionally.
