I get it and I've had my own frustrations with our drafts at times. And yeah we need to have a few players from the last several years step up into star type roles. We'll have to see how the year goes but there's about a dozen players from the last three drafts who will be starters or significant role players this season. I do wish we'd stop drafting the "physically special with no quality experience" player before round 6 though (ie-Quick, Harris, Rochell, etc). It’s more of a team building philosophy that it is ‘doing pretty good’
They are big on player development. They also like reaping the Comp picks in return. The roster was full of stars with big contracts. They had to rely on cheap role players as the filler.
But look at it another way. If they draft a player in the second round who isn’t very good but plays adequately, then in four years they get a sixth round or seventh round comp pick for that player, was it really successful drafting?? If they got a third round comp pick I’d say yea. But all they seem to get is late round picks for these 2-3-4 round picks. It’s not like they are pumping out stars in their player development system.
But really if any team gets 1 or 2 players from a draft to be worthy of a second contract they've had a decent draft imo. Have to also consider our cap position currently when looking at the 2019 draft. Rapp, Gaines, and Scott all got attention in free agency and in the case of Gaines and Scott I think if we had all kinds of cap space we would have retained those two. Have to see where we stand after this season as it'll be a make or break year for a lot of our draft picks.
