In this case the ages 21 and 17 that is considered statutory rape in California. For the Romeo and Juliet it has to be 3 or less year difference, it’s still a crime but not a felony.Google is your friend

I was under the impression that those usually come after a criminal case? Is that a wrong assumption?

In a former life I was in jail for a while, i had a cellmate for a long while and they suddenly came in and moved him for no reason which made us question why? The next day the moved in some skinny ass dude from Oklahoma which turned out to be a pedophile. Guy lasted only 3 hours in there.

Wow, many different angles and reasons to file first there. Law strategy is definitely not my strong suit! LolThey likely filed civil first for two reasons:
1) bar for conviction is lower and evidence admitted in civil convictions has higher chance to be admitted in criminal case. Also, monies lost at civil trial can’t obv be used in criminal defense.
2) filing civil early means greater chance for restitution. If he’s on trial (criminal) and blows all his money, he’s got little to worry about losing to a civil verdict. Sometimes, a DA will work with civil attys to mount a coordinated plan to effect best outcome.
That’s obv not everything, but it’s a start
