He was strictly a punter for the first 3 years. In his senior year, Evans had a dual role of K and P. Evans was only 10 of 18 on FG's his senior year (only 55% conversion rate). So no, the Rams would not entertain the idea of Evans as a "long FG specialist". Evans is a gifted punter, but his K stats are nowhere near the NFL minimum.
You've mentioned your notion of Evans kicking FG's multiple times. Perhaps after learning about Evans' college kicker stats you might change your mind about the wisdom of trying him at K.
