Terry Baker won the award in 1962 and played for the Rams for 3 years.

The last Ram Sooner Heisman winner was Sam Bradford I believe but Kyler Murray was the las Sooner to win the Heisman in 2018. I'm too lazy to look up how many TD's he has.

Terry Baker went to Oregon State. The question (as I've clarified in the OP) was intended to be about Heisman winners from Oklahoma.

Don't really understand the question; thinking there's some detail left out. Last sooner w/Rams?

Does "achieve that feat" = 1st TD pass with Rams? We know Mayfield had some TD passes in his 1st year w/Browns, so it's not how many throws it takes to throw his 1st NFL TD.

So if 1st Ram TD....in his rookie season w/Rams Stafford threw a TD pass on his 22nd throw. 21 throws beats it. But it doesn't seem like the answer.
