I'm sure Tavon is just wearing #1 in practice for fun since it was his college number. WR's can't wear 1-9 in regular season.
He could get permission from the NFL to do it, not like it doesn't happen. Hester wores 23 and he's no defensive back or halfback, well... Anymore.
That's not a classification of player though, he's officially been listed as a WR for most of his career.But he's a return man.

That's the line from the Chief's roster. Listed as RB/ST. I don't know unless he's only wearing #1 for the preseason.
