Will NFL making roughing the passer a reviewable play?​

With the 2023 NFL Scouting Combine underway this week, the NFL competition committee is meeting to discuss the league’s rules once again. Per Judy Battista, at least one team has proposed that roughing the passer should be a reviewable play, perhaps the first step in coaches being able to challenge flags.

The early and expected indication is that no, this will not happen and it won’t get close. Every year there are rule changes up for debate that have no real shot at being passed and usually it’s whatever hot topic happened the season before. In 2022, that “hot topic” was roughing the passer as many fans felt that refs were usually to quick to throw the flag.

According to Battista, the committee reviewed 80 roughing the passer penalties and found that only three were questionable. They clearly have a different point of view than fans.

Whether fan criticism of “bad penalties” will impact the NFL’s bottom line is unclear, but it’s not happening overnight. Will fans eventually start turning off the NFL? That’s the only message that matters and so far the NFL continues to be by far the most dominant sport and TV show in America.

The criticism of the league and its penalties, whether they are too eager to throw them or not, will not be enough to sway committee opinion. What do you think should happen? Should teams be able to review any penalty?

Hell ya they should make roughing the passer reviewable.

Was a few years ago, Rams were playing the Bears in Chi-town. Michael Brockers cam through up the middle and sacked the QB, perfect rom, not leading with his head and no malice toward the QB. Brockers couldn't have done in better, picture perfect sack. And he gets flagged for roughing.

Should have been made reviewable years ago

NFL to recommend expanded use of Guardian Caps​

INDIANAPOLIS -- NFL executive vice president Jeff Miller said the health & safety innovation committee will recommend an expanded use of the Guardian Cap to the competition committee after favorable results in 2022.

According to Miller, concussions were down 52% for offensive and defensive linemen, tight ends and linebackers who wore the Guardian Cap during offseason work and the early part of training camp. The hope is to expand the use of the Guardian Caps to skill players and have players wear them longer than just for practices through the first two preseason games.

"We're taking the feedback we got from players on fit, on heat and other things and studying those, so they'll get a redesigned Guardian Cap that will [adhere] a little better and certainly won't retain heat," Miller said during a break in meetings Monday in Indianapolis. "So, for all those reasons, we'll recommend strongly that more players wear it for a longer period of time. I think it's fair to say the committee was interested in that recommendation."

"It was interesting to me that several of the coaches in the room kept a number of their players in the Guardian Caps throughout the season," Miller said. "I think there were 150 players throughout the league that wore them all the way through the regular season in any contact practice. So, I think that not only have players worn [it] in college, but now they're getting to wear it in the NFL and they're acclimating to it."

All plays/penalties should be eligible for review, I cant believe this continues to drag on and on.

They really need to focus on speeding up play reviews before they add any more.

They arent adding more. Only adding what can be reviewed. Coaches still have the same amount of red flags

This is where I think the XFL really got it right. The guy in the booth reviews immediately and commentates what he is looking at and why, then immediately communicates that to the refs on the field. It takes almost no time, the viewers are in the know about the entire call, and they get it right. Why in the world can't we have something like that in the NFL?

Well , to be fair then how does that work ? XFL has the same guy.He ran NY the first year NFL.
How do you set it up? In The NFL there are 10 games going at once.
NY might have the best resources,then would you put a crew like college with a REF in the booth?

Simple is better. That’s what the XFL is doing here. He’s basically in the booth watching replays like the rest of us.

“Dean Blandino is the XFL’s head of officiating, and on the broadcast the cameras show Blandino in the replay booth, reviewing the replays and communicating to the referee on the field what the correct call is.”

Eagles propose NFL players be allowed to wear jersey No. 0, per report​

The NFL recently allowed itself to become more lax when it came to jersey numbers around the league, and now, one team is asking that another number be brought back into circulation. According to The Athletic, the Philadelphia Eagles have submitted a proposal to the competition committee asking that players be allowed to wear the jersey No. 0.

As The Athletic points out, the numbers "0" and "00" used to be allowed in the league, so this wouldn't be a first for the NFL. Raiders Hall of Fame center Jim Otto for example rocked the double zero for 14 seasons from 1961-74.

Back in 2020, the NCAA ruled that players could be allowed to wear the No. 0. The year after, the NFL made a big change, allowing wide receivers, running backs, linebackers and defensive backs to wear single-digit jersey numbers.

If the Eagles' proposition is passed, one could hypothesize the No. 0 will likely be allowed among the single-digit players and not everyone. The issue is on the agenda for the committee to review and discuss this week. A few other rule changes the NFL will reportedly consider are making roughing the passer reviewable, an alternative onside kick and bringing back the "third-quarterback rule," via the Washington Post.

NFL rule change proposals: Full list of rule changes proposed by teams that could be approved for 2023 season​

The NFL owners will certainly be considering changes to the rulebook at the league owners meetings in March, as several notable changes will be up for vote. There are three significant rule proposals the owners will be voting on (per the Washington Post).

Third-quarterback rule: Teams would be allowed to carry 47 active players on game day, but the extra player would have to be a quarterback. Currently, teams are allowed to dress 46 players. The NFL used to allow teams to carry an emergency third quarterback on game day, but the league scrapped that rule in 2011. The rule came up again after the 49ers ran out of quarterbacks in their NFC title game loss to the Eagles.

Fourth-and-15 alternative to the onside kick: Teams would have the option to convert a fourth-and-15 from their own 25-yard line. This rule is being used in the XFL and one team actually converted on the play in Week 1 (can be viewed here). The rule was popular enough in the NFL that it was proposed in 2019, 2020 and 2021, but in each case, nothing changed (The rule was voted down in 2019 and the owners decided to table the discussion in both 2020 and 2021, which meant that no vote was held).

The competition committee was in favor of this rule in the past, so it will be interesting to see where they stand now. The problem with the current onside kick is that it has been almost impossible to recover since the NFL changed its kickoff rules in 2018. Last season, there were only three onside kicks recovered the entire year. This rule was proposed by the Eagles.

Roughing the passer reviewable: This rule was proposed by the Rams, but it's a simple one. Any roughing the passer call can be reviewed.

0 allowed on jerseys: With the jersey number rules relaxed in recent years, the Eagles proposed a jersey modification that would allow the No. 0 on jerseys. The NFL allowed this number prior to the merger and the NCAA allowed the No. 0 on teams' jerseys in 2020.

imagine a ref throwing a flag on a 4th and 15 play. considering how many awful calls they make teams will lose a game because of it. a sickening rule change if it gets through.
